Roy McGrath, IOM, CAE

CEO and Chairman

Roy McGrath, CEO and Chairman of the Maryland Environmental Service Board of Directors, was appointed to this role in December 2016. Previously, he served on the executive staff of Maryland Governor Larry Hogan as a senior advisor, deputy chief of staff, and the Governor’s liaison to Maryland Board of Public Works. In these roles, Mr. McGrath provided oversight for fifteen State departments, agencies and Governor’s offices, primarily in the areas of business, transportation, public safety, and the university system, including oversight of 26,000 State employees and $7 Billion in budgets. Earlier, he served as a member of the Governor-elect’s Transition Team. Prior to his roles in the Hogan Administration, Mr. McGrath was most recently vice president of business development for the National Association of Chain Drug Stores (NACDS), a leading retail industry trade group, where he worked for nearly 20 years. He also served in two departments of the U.S. Government, and on the staff of former Maryland Congressman Wayne T. Gilchrest. Mr. McGrath holds a BA from the University of Maryland, College Park, is in the MBA program, and is a member of the College of Behavioral and Social Sciences Board of Visitors. He also serves in the Governor’s cabinet and on the Board of the State’s Housing Finance Review Committee. Mr. McGrath holds credentials from the American Society of Association Executives (ASAE) and the U.S Chamber of Commerce Foundation Institute for Organization Management (IOM), where he also serves as a member of the Northeast IOM Board of Regents. He has appeared extensively in print and TV media, and is a frequent speaker and keynote on government and environmental business industry topics. Mr. McGrath is the recipient of a Governor’s citation for State service, and he received the Maryland Public Television Champion Award in 2018. He is a lifelong Marylander and a resident of the Baltimore region.
