Lt. Governor Boyd K. Rutherford is an accomplished attorney with a lifetime of experience in both the public and private sectors. He served as Associate Administrator for the U.S. General Services Administration, where he was responsible for increasing utilization of small businesses in government procurement, as well as continually improving the efficiency of the agency.
Steven R. Schuh, County Executive, Anne Arundel County
County Executive Steve Schuh was elected in 2014 on a five point platform to make Anne Arundel County the best place to live, work, and start a business in Maryland. His plan includes reducing taxes and fees; working with the school board to build smaller, neighborhood schools; improving public safety; reforming county government to make it more efficient and cost-effective; and improving our citizen’s quality of life.

The former U.S. Congressman was a longtime social studies teacher at Kent Couny High School. Wayne's work at the Sassafras Environmental Education Center (SEEC) helps to promote environmental literacy across the Eastern Shore, especially in Kent County.
Mark J. Belton, Secretary, Maryland Department of Natural Resources
Secretary Belton has served in a variety of state and local government leadership positions, including Charles County administrator and Queen Anne's County administrator. Secretary Belton served as department's assistant secretary from 2003 to 2005.
Luis E. Borunda, Deputy Secretary of State, Office of the Secretary of State
Under delegated responsibility, Deputy Secretary of State Luis oversees the Office of the Secretary of State's five divisions. His responsibilities include broad oversight of the budgeting process for the Office of the Secretary of State, development of Maryland's sub-national relationships through the Division of International Affairs and customer service initiatives.
Kevin Brennan, Chief, Navigation Branch, Operations Division of the US Army Corps of Engineers, Baltimore District
Kevin Brennan started with the US Army Corps of Engineers Baltimore District in April 1985 and worked for many years on the construction of levee projects in West Virginia and Pennsylvania. He has worked on numerous environmental restoration projects in the Chesapeake Bay watershed. In 2013, he was promoted into the Baltimore District's Operations Division where he is currently the Chief of the Navigation Branch.
Laura Bruner, Organization Effectiveness, Mission Systems Division, Northrop Grumman Corporation
Laura Bruner is on the Organization Effectiveness team for the Mission Systems Division of Northrop Grumman Corporation, a Fortune 200, $25B aerospace and technology company. Previously, Ms. Bruner served four years in the Maryland Office of the Governor, first with StateStat, and later in the Governor’s Office of Performance Improvement.
Patty Bubar, Acting Director, Montgomery County Department of Environmental Protection
Patrice (Patty) Bubar is serving as the Acting Director of the Department of Environmental Protection in Montgomery County, Maryland. In her acting role, she oversees the policy and direction for environmental programs in the County as well as the corporate administrative functions in support of Montgomery County’s environmental protection and compliance programs.
Lauren Buckler, Assistant Secretary - Design, Construction & Energy, Maryland Department of General Services
Ms. Buckler is an accredited professional in energy and environmental design, a certified energy manager and a licensed mechanical engineer. In just six years with DGS, she advanced from Director of Energy, to Director of Energy & Engineering, to her current role with the agency. Prior to joining state government, she managed energy and sustainability initiatives, both internal and external, for a Maryland-based consulting firm.
Ellington E. Churchill, Jr., Secretary, Maryland Department of General Services
Ellington Churchill, Jr. was sworn in as Secretary of the Department of General Services on July 26, 2016. He previously served as Deputy Secretary at the Maryland Department of Housing and Community Development. He brings extensive experience in large-scale business development, property management and contract negotiation to state government.
Chris Correale, Director of Harbor Development, MDOT Maryland Port Administration
The Maryland Department of Transportation Maryland Port Administration (MDOT MPA) named Christina Correale Director of Harbor Development in October 2015. She previously spent five years as principal of the EcoLogix Group, where her duties included serving as a senior advisor to MDOT MPA on dredged material management projects.
James Deriu, Vice President, Regional Practice Leader, KCI Technologies
As KCI’s Regional Practice Leader and Vice President for Natural Resources, James leads a staff of more than 30 environmental professionals in the assessment, design, and implementation of ecological restoration and permitting projects supporting NPDES and TMDL compliance programs throughout the Mid-Atlantic Region.
Joel Dunn, President & CEO, Chesapeake Conservancy
Joel Dunn is President and CEO of Chesapeake Conservancy, a non-profit organization based in Annapolis, MD dedicated to protecting Chesapeake landscapes that are vital to the health of the Bay and its cultural heritage. With a regional population approaching 18 million and growing and with tens of thousands of acres of open space vanishing each year, the Conservancy strives to restore the health of the Bay and its rivers by preserving working farms and forests and protecting the region’s rich history and character, ensuring a brighter future for the Bay for generations to come.
Peter Ettinger, Executive Vice President, BTS Bioenergy
Peter Ettinger is Executive Vice President of BTS BIOENERGY a technology leader in the biological transformation of organic waste materials, residues and agricultural by-products and crops into sustainable energy and organic fertilizer. BTS serves industrial and agricultural companies, local cities and counties, the food and composting industry as well as providers and users of renewable energy.
Greg Farley, Director Office of Sustainability, Washington College
Greg Farley is the Director of Sustainability at Washington College in Chestertown, MD. He came to Washington College in February 2018, after 14 years with Chesapeake College, a regional community college in Wye Mills, MD, where he was both Professor of Biological Science and Director of the college's Center for Leadership in Environmental Education.
Craig L. Fuller, CEO and Chairman, The Fuller Company
Craig Fuller served eight years in the White House, first as Assistant to President Reagan for Cabinet Affairs before becoming Chief of Staff to Vice President George H.W. Bush during the second term of the Administration. Craig leads the Fuller Company, a strategic consulting group he organized when he initially left government.

Justen Garrity is the Founder and President of Veteran Compost, a veteran-owned business focused on employing veterans and their family members to collect and compost food scraps.
Adam Genn, Director of Development, Weller Development Company
Adam Genn is the Director of Development at Weller Development responsible for entitlements, government relations, and general master planning efforts across all initiatives including Port Covington and Westport. Mr. Genn has over ten years of real estate development experience and specializes in turnkey delivery of ground-up development and construction projects from entitlement and financing through construction, occupancy, and management.
Peter Goodwin, President, University of Maryland Center for Environmental Science
Peter Goodwin is the president of the University of Maryland Center for Environmental Science (UMCES). Goodwin is the founding director of the Center for Ecohydraulics Research at the University of Idaho, an interdisciplinary group working on the simulation of ecological response to management actions or changes in physical processes of rivers, lakes, estuaries, and wetlands.
Ben Grumbles, Secretary, Maryland Department of the Environment
Ben Grumbles was confirmed as Secretary of the Maryland Department of the Environment by the Maryland State Senate on March 6, 2015. He had been nominated by Governor Larry Hogan in January 2015 to lead MDE. Prior to that, he was President of the U.S. Water Alliance, a Washington-based environmental nonprofit organization that educates the public on the value of water and the need for integrated and innovative solutions.
Michael Harris, Chief Financial Officer, Maryland Environmental Service
As Managing Director, Finance, for MES, Michael Harris is responsible for finance, accounting, fleet, internal controls, and overall execution of the financial planning and analysis activities of Maryland Environmental Service.
Steve Hellem, President, Navista
Steve Hellem has provided strategic counsel to associations and coalitions on a variety of environment, energy, and technology business issues. He has helped organize, support and direct the day-to-day management of coalitions and organizations, provided legislative and regulatory counsel and advocacy, and provided communications and public relations support to a wide range of Fortune 500 companies that have been participants in organizations that he has managed or supported.
Troy Hunt, Vice President, Operations, Corvias
As a Partnership Implementer, Troy develops and manages the delivery of stormwater management solutions for Corvias partnerships, and is responsible for implementing the key partnerships that drive these projects. As a licensed civil engineer with 27 years of experience in planning and delivery of water-related infrastructure, Troy has the expertise to determine the most appropriate on-budget infrastructure solution for each client, and to ensure that systems are delivered on schedule.
Andrew Jakubowitch, Senior Engineer, Century Engineering, Water/Wastewater Division
Andrew Jakubowitch is a Senior Engineer in Century Engineering’s Water/Wastewater Division. Andrew has a worked in both the public and private sector, focusing on water and wastewater design and rehabilitation.
Eileen Kao, Chief of the Waste Reduction and Recycling Section, Montgomery County Department of Environmental Protection
Ms. Kao is the Chief of the Waste Reduction and Recycling Section in the Montgomery County Department of Environmental Protection, Division of Solid Waste Services. She has served Montgomery County since 1989.
Rick Kilbourne, Senior Manager, Solar Business Development, Constellation Energy
Rick is a Senior Manager of Solar Business Development for Constellation. He is currently the business lead for the 37MW commitment of solar development in Maryland, Delmarva, and Washington D.C. as a result of the 2016 Exelon/ Pepco merger.
Shawn Kreloff, Executive Director, CEO Americas, BTS Bioenergy
Shawn Kreloff serves as Founder, CEO & Executive Director of BTS BIOENERGY and has over 25 years of experience in founding, managing, and operating technology-oriented companies.
Kaley Laleker, Acting Director, Land and Materials Administration, Maryland Department of the Environment
Kaley is the Acting Director of the Land and Materials Administration at the Maryland Department of the Environment. The Land and Materials Administration includes the Solid Waste, Resource Management, Oil Control, Lead Poisoning Prevention, Mining, and Land Restoration Programs.

Dominique Lueckenhoff has over 25 years of multi-programmatic (air, water, land) environmental experience and award-winning program development/management with the U.S. Environmental Protection Agency (EPA) She is Acting Director of the EPA Region 3 Water Protection Division, directing the region’s second largest programmatic organization, addressing clean water and safe drinking water needs through cooperative work with the Mid-Atlantic states (Delaware, Maryland, Pennsylvania, Virginia, West Virginia) and the District of Columbia.

Justin is a Research Manager at the Water Research Foundation focusing on treatment systems and emerging technologies for water reuse applications including potable reuse in the municipal sector and industrial reuse.
Thomas Maulding, Vice President and General Counsel, Weller Development Company
Thomas Maulding is Vice-President and General Counsel of Weller Development Company. Mr. Maulding began practicing law more than 20 years ago, representing developers, lenders, landlords and other real estate professionals in all manners of transactions and dispute resolution. Roy McGrath, Director/CEO, Maryland Environmental Service
Roy McGrath, Director/CEO and chairman of the board of directors of Maryland Environmental Service previously served as Deputy Chief of Staff for Governor Larry Hogan, and as Senior Advisor to the Governor and Liaison to the Maryland Board of Public Works.
Denise Naguib, Vice President, Sustainability & Supplier Diversity, Marriott International
Denise was born in Cairo, Egypt where she lived for half of her childhood before moving to Michigan, Minnesota, and finally Oregon. She attended the University of Oregon, earning a Bachelors of Science in Geography with an emphasis on biological and human impacts on the environment.
Adam Ortiz, Director, Prince George’s County Department of the Environment
As Director for the Department of the Environment for Prince George’s County, MD, Adam heads a 300 person, $160M agency dedicated to recycling, composting, clean water, renewable energy and humane animal care. Since his assignment in October 2012, the County moved from 11th to 1st in the State for waste diversion, including producing an award-winning food scrap composting program that has been recognized by The Washington Post.
Mark Reemts, PE, Managing Engineer, Anchor QEA, LLC
Mark Reemts, P.E., a Managing Engineer at Anchor QEA, focuses on design and construction oversight in dredging, coastal, and environmental applications for both the public and private sectors. His experience encompasses a range of in-water and nearshore projects, including large- and small-scale dredging operations for navigation and remediation, material transport, handling, and processing, capping of shallow- and deep-water sediments, confined aquatic disposal, dredged material containment facility material management, and coastal structures.

Matthew Rowe, Assistant Director, Water and Science Administration, Maryland Department of the Environment
Matthew Rowe is the Assistant Director of Maryland Department of the Environment Water and Science Administration which oversees approximately 300 staff implementing state and federal clean water programs regulating wastewater, stormwater, wetlands, and compliance, as well as water quality monitoring, standards development, TMDL and non-point source management programs.

Jeff Salkin is a Maryland native with over thirty years' experience as a broadcast journalist at television and radio stations in the Baltimore and Washington markets. He joined Maryland Public Television (MPT) in 1991 and has become one of the most respected and recognizable journalists on the local public affairs scene.
Andrew Sargent, Senior Business Development Representative, Maryland Department of Commerce
Andrew lives in the City of Hagerstown with his wife, Dr. Tara Sargent and is a proud father of George (14) and Grace (12). In his spare time, he enjoys pedaling, reading, and listening to live, handcrafted music of almost any sort. Andrew’s career has spanned small business management, real estate, commercial property management and economic development, which has led to his current role as the Senior Business Development Representative for Western Maryland for the MD Department of Commerce, bringing the resources of that department to the businesses of Washington, Allegany and Garrett Counties.

Liz Sitter, Professional Engineer
Elizabeth (Liz) is a Civil and Environmental Engineer with 17 years’ experience in water, wastewater, and reuse water infrastructure including pipelines, pumping stations, water storage and treatment plants. Liz graduated from George Mason University with a BS in Civil and Infrastructure Engineering in 2001 and is a professional engineer in Virginia and Maryland.
Matthew R. Stanton, Vice President, Global Public Policy, Under Armour
Matt Stanton has over 20 years of experience in directing public policy for elected officials, non-profit organizations, and Fortune 500 companies. Matt is currently Vice President, Global Public Policy for Under Armour. In this role, he leads the formation and implementation of Under Armour public policy strategy at the local, state, federal and international levels.

Certified Professional in Stormwater Quality Professionals are rigorously trained, tested, and certified ensuring they are qualified to inspect: erosion and sediment control and stormwater compliance.
CPSWQ – Identifying Professionals with a Comprehensive Knowledge & Understanding of Erosion, Sediment and Stormwater Regulations. Certified Inspectors are recognized by state and federal regulators as qualified professionals in their field. On many jobs and in many specifications CPSWQ Certification is a requirement.
CPSWQ program is intended to ensure certificants meet the Federal requirements including the US Environmental Protection Agency’s National Pollutant Discharge Elimination System definition of “Qualified Personnel” and also know how to ensure that the projects they oversee, meet the requirements of State and Local regulations.
The CPSWQ training and certification addresses all aspects of providing complete inspections for erosion and sediment control and stormwater compliance. Successful certificants have been tested and have demonstrated their knowledge and understanding of documentation, communication, safety, the rules and methods of erosion and sediment control and stormwater control and management.
