Instructions for Submitting Bids/Proposals

The Procurement Office will receive sealed bids/proposals at MES headquarters, 259 Najoles Road, Millersville, MD 21108 on the date and time specified below. Prospective Bidders/Offerors are solely responsible for becoming familiar with the requirements of and/or changes and modifications to any given project prior to submitting a bid/proposal. Prospective Bidders/Offerors are solely responsible for the timely receipt of their bids/proposals. Late bids/proposals will not be accepted.

Contract Opportunities at MES

Prospective Bidders/Offerors may now download MES procurements for Service contracts from this site by selecting the Project ID Number and following the instructions provided. Procurements for construction contracts are posted on this web site and are for informational purposes only.

The Bidder/Offeror may also select the desired Project ID Number, complete and submit the attached form to request copies of MES procurements.

Trailer bodies must be able to accommodate a minimum of 40 cubic yards of compost. A tandem dump body must accommodate a minimum of 20 cubic yards of compost. A flat bed truck must be able to accommodate 20 pallets of bagged LeafgroÒ. Project Scope: The Maryland Environmental Service (MES) is soliciting competitive sealed bids from qualified contractors to furnish all labor, materials, tools, equipment and supervision to providing equipment and personnel to inspect sewer lines and manholes using a closed circuit television camera to identify defects, breaks, exposed joints, and other structural and operation and maintenance problems. The inspection will also identify the location of all laterals and other connections. The sewers will be cleaned prior to inspection. The contractor is responsible for providing all required services associated with the cleaning and TV inspection to include traffic control, bypass pumping, installing groundwater level gages, and other items listed in the scope of services.The TV inspection work will be done in Chestertown, Maryland as part of a comprehensive Inflow and Infiltration (I/I) Evaluation project funded by the Maryland Department of the Environment. The length of the sewer lines to be inspected total approximately 18,700+/- linear feet and range in size from 6" to 24". There is a significant portion of the work in a heavily traveled State Road (Rt. 213). This work can be performed under the General SHA Permit held by Chestertown but this work may have to be done at night

MES expects the successful contractor to handle live calls coming into the emergency hotline, as well as from various automatic dialers within 10 minutes of receiving calls. The service provider shall obtain the information and contact the responsible individuals based on the 1-2-3 call down list provided by MES. Addenda
The Service will send addenda to all prospective bidders/offerors who were sent an IFB/RFP or who are known to have obtained the bidding documents. Addenda will be distributed within a reasonable time to allow bidders/offerors to consider them in preparing their bids/offerors. Bidders/Offerors must acknowledge receipt of all amendments on the face of the bid form. Failure to acknowledge an amendment may render a bid non-responsive.

Minority Business Enterprise Participation Goals

It is the policy of the Maryland Environmental Service to encourage the participation of minority businesses in its procurements. As part of Maryland state government, MES attempts to annually award a minimum of 25% of the total dollar amount of all contracts to Minority Business Enterprises. By submitting a response to a solicitation with an established MBE subcontract participation goal, the Bidder/Offeror agrees that amount of the contract will be performed by minority businesses certified by the Maryland Department of Transportation (MDOT).

Prospective Bidders/Offerors are solely responsible for identifying subcontract opportunities and MDOT certified minority firms to meet an established goal and their individual firm’s needs when responding to a solicitation.
