Instructions for Submitting Bids/Proposals

The Procurement Office will receive sealed bids/proposals at MES headquarters, 259 Najoles Road, Millersville, MD 21108 on the date and time specified below. Prospective Bidders/Offerors are solely responsible for becoming familiar with the requirements of and/or changes and modifications to any given project prior to submitting a bid/proposal. Prospective Bidders/Offerors are solely responsible for the timely receipt of their bids/proposals. Late bids/proposals will not be accepted.

Contract Opportunities at MES

Prospective Bidders/Offerors may now download MES procurements for Service contracts from this site by selecting the Project ID Number and following the instructions provided. Procurements for construction contracts are posted on this web site and are for informational purposes only.

For additional information or to obtain a copy of these or other solicitations please contact the Procurement Office at 410-729-8510 between the hours of 8:30 AM - 4:30 PM Monday through Friday.

The Bidder/Offeror may also select the desired Project ID Number, complete and submit the attached form to request copies of MES procurements.

NOTE: The Prospective Bidder/Offeror is advised that MES will only accept bids/proposals submitted in response to its solicitations in hard copy. Electronically transmitted bids/proposals will be rejected.

Site Visit: A Pre-Bid Conference meeting and site visit has been scheduled for Tuesday, May 14, 2013 at 2:00 PM within the confines of MPA Control Center, 2001 Broening Highway, Baltimore, MD. All attendees shall have a US government issued photo ID (Dr. Lic. and/or US Passport), or valid TWIC as well as current vehicle registration and proof of insurance coverage. Bidders desiring to attend the Pre-Bid Conference & Site Visit "MUST" pre-register with MES and must complete the MPA Visitor Request Form (General Information & Drivers License Information) provided with this solicitation and return the form to the MES Procurement Office via email to Procurement@menv.com or via facsimile at (410) 729-8280 by no later than Thursday, May 9, 2013, 4:00 PM. Site Visit: One informational conference is scheduled for 10:00 AM to 12:00 PM and the second is scheduled for 2:00 PM to 4:00 PM on June 3, 2013 at the Maryland Environmental Service Headquarters located on 259 Najoles Road, Millersville, MD 21108. The purpose of the Conference is to allow potential Offerors the opportunity to ask questions requiring clarification. Seating is limited, so attendance is limited to one (1) representative per firm

The Service will send addenda to all prospective bidders/offerors who were sent an IFB/RFP or who are known to have obtained the bidding documents. Addenda will be distributed within a reasonable time to allow bidders/offerors to consider them in preparing their bids/offerors. Bidders/Offerors must acknowledge receipt of all amendments on the face of the bid form. Failure to acknowledge an amendment may render a bid non-responsive.

Minority Business Enterprise Participation Goals

It is the policy of the Maryland Environmental Service to encourage the participation of minority businesses in its procurements. As part of Maryland state government, MES attempts to annually award a minimum of 25% of the total dollar amount of all contracts to Minority Business Enterprises. By submitting a response to a solicitation with an established MBE subcontract participation goal, the Bidder/Offeror agrees that amount of the contract will be performed by minority businesses certified by the Maryland Department of Transportation (MDOT).

Prospective Bidders/Offerors are solely responsible for identifying subcontract opportunities and MDOT certified minority firms to meet an established goal and their individual firm’s needs when responding to a solicitation. Maryland state certified MBEs can be identified by accessing MDOT’s website at http://mbe.mdot.state.md.us/directory/. Prospective bidders/offerors are advised to solicit State certified MBEs prior to submitting their bids/proposals.
