Instructions for Submitting Bids/Proposals

The Procurement Office will receive sealed bids/proposals at MES headquarters, 259 Najoles Road, Millersville, MD 21108 on the date and time specified below. Prospective Bidders/Offerors are solely responsible for becoming familiar with the requirements of and/or changes and modifications to any given project prior to submitting a bid/proposal. Prospective Bidders/Offerors are solely responsible for the timely receipt of their bids/proposals. Late bids/proposals will not be accepted.

Prospective Bidders/Offerors may now download MES procurements for Service contracts from this site by selecting the Project ID Number and following the instructions provided. Procurements for construction contracts are posted on this web site and are for informational purposes only.

Project Scope: The Maryland Environmental Service (MES) is soliciting competitive sealed bids from qualified contractors to furnish all labor, materials, tools, equipment, and supervision to transport a potential estimated 7,000 tons of excess yard trim from the RCF to Recycled Green during the term of this contract. Recycled Green is located at Kabik Ct, next to the Hoods Mill Landfill in Carroll County. For the purposes of this solicitation, the term "yard trim" shall refer to leaves, grass, brush, Christmas trees, or mulch depending on season. The Contractor shall accomplish this transportation in a timely manner so that the yard trim is transported to Recycled Green within 24-hours of being received at the RCF Monday through Friday, and by close of business on Saturdays. The Contractor's vehicles shall be of the top loading type. The vehicles must be capable of self-unloading, and be of the live bottom arrangement. Hydraulic ram type vehicles are unacceptable. Each vehicle shall have a tarp to fully and securely cover the yard waste materials from escaping the vehicles while they are being transported from the RCF. Transfer trailers of not less than 100 cubic yards capacity shall be used.

Addenda
The Service will send addenda to all prospective bidders/offerors who were sent an IFB/RFP or who are known to have obtained the bidding documents. Addenda will be distributed within a reasonable time to allow bidders/offerors to consider them in preparing their bids/offerors. Bidders/Offerors must acknowledge receipt of all amendments on the face of the bid form. Failure to acknowledge an amendment may render a bid non-responsive.

Minority Business Enterprise Participation Goals

It is the policy of the Maryland Environmental Service to encourage the participation of minority businesses in its procurements. As part of Maryland state government, MES attempts to annually award a minimum of 25% of the total dollar amount of all contracts to Minority Business Enterprises. By submitting a response to a solicitation with an established MBE subcontract participation goal, the Bidder/Offeror agrees that amount of the contract will be performed by minority businesses certified by the Maryland Department of Transportation (MDOT).

Prospective Bidders/Offerors are solely responsible for identifying subcontract opportunities and MDOT certified minority firms to meet an established goal and their individual firm’s needs when responding to a solicitation.
