Site Visit: A Pre-Bid Conference meeting and site visit has been scheduled for Tuesday, May 14, 2013 at 2:00 PM within the confines of MPA Control Center, 2001 Broening Highway, Baltimore, MD. All attendees shall have a US government issued photo ID (Dr. Lic. and/or US Passport), or valid TWIC as well as current vehicle registration and proof of insurance coverage. The Service will send addenda to all prospective bidders/offerors who were sent an IFB/RFP or who are known to have obtained the bidding documents. Addenda will be distributed within a reasonable time to allow bidders/offerors to consider them in preparing their bids/offerors. Bidders/Offerors must acknowledge receipt of all amendments on the face of the bid form. Failure to acknowledge an amendment may render a bid non-responsive.

It is the policy of the Maryland Environmental Service to encourage the participation of minority businesses in its procurements. As part of Maryland state government, MES attempts to annually award a minimum of 25% of the total dollar amount of all contracts to Minority Business Enterprises. By submitting a response to a solicitation with an established MBE subcontract participation goal, the Bidder/Offeror agrees that amount of the contract will be performed by minority businesses certified by the Maryland Department of Transportation (MDOT).

Prospective Bidders/Offerors are solely responsible for identifying subcontract opportunities and MDOT certified minority firms to meet an established goal and their individual firm’s needs when responding to a solicitation.
