The Engineering Division provides project management and related engineering services to State Agencies and private clients. The work involves capital improvement projects at water and wastewater treatment facilities, water distribution systems, and sewage collection systems where engineering firms are contracted to provide design services. Other services consist of trouble-shooting and investigation of operation problems, infrastructure assessment of water systems and sewer systems with a particular focus on inflow/infiltration problems, storm water pollution prevention plan preparation and mitigation, design of small on-site sewage disposal systems, well and potable water treatment installation, and construction management and inspection services.

Engineering services are provide for small to medium municipalities to assist them in management of engineering design and construction of capital improvement projects or other public works projects or needs. This also includes assistance to municipalities in applying and administering grants and loans from the Maryland Department of the Environment (MDE), and the United States Environmental Protection Agency (EPA), or the Farmers' Home Administration (FmHA).
