Maryland Artificial Reefs and Reef Development The Division is divided into four sections: dredged material planning and management, environmental science and monitoring, operation of dredged material containment facilities, and dredged material technical support. MES has operated and maintained Hart-Miller Island, Baltimore, MD, a 1140-acre man-made dredged material containment facility since 1984.
