Instructions for Submitting Bids/Proposals

The Procurement Office will receive sealed bids/proposals at MES headquarters, 259 Najoles Road, Millersville, MD 21108 on the date and time specified below. Prospective Bidders/Offerors are solely responsible for becoming familiar with the requirements of and/or changes and modifications to any given project prior to submitting a bid/proposal. Prospective Bidders/Offerors are solely responsible for the timely receipt of their bids/proposals. Late bids/proposals will not be accepted.

Contract Opportunities at MES

The Maryland Environmental Service (MES) currently publishes its contracting opportunities in the Contract Weekly, the Baltimore Sun, various local newspapers and select regional minority publications. Prospective Bidders/Offerors may now download MES procurements for Service contracts from this site by selecting the Project ID Number and following the instructions provided. Procurements for Construction contracts are posted on this web site are for informational purposes only.

For additional information or to obtain a copy of these or other solicitations please contact the Procurement Office at 410-729-8510 between the hours of 8:30 AM - 4:00 PM Monday through Friday.

The Bidder/Offeror may also select the desired Project ID Number, complete and submit the attached form to request copies of MES procurements.

NOTE: The Prospective Bidder/Offeror is advised that MES will only accept bids/proposals submitted in response to its solicitations in hard copy. Electronically transmitted bids/proposals will be rejected.

Project Scope: The Maryland Environmental Service (MES) is soliciting competitive sealed bids from qualified Contractors for the 2005 Citizen Scrap Tire Drop-Off Day Project, a statewide project executed on a regional basis. Participating counties have been grouped into two (2) regions. Each region will conduct its event on a designated Saturday in August/September 2005. Prospective bidders having a scrap tire hauler's license for services including rental of transportation equipment, transportation, and disposal of all scrap tires collected during the Drop-Off Project. MES reserves the right to award a Contract for each of the two (2) designated regions separately. A Bidder may bid on one or more regions; however, the Bidder is required to bid on all counties in a given region for the bid to be deemed responsive.

Project Location: Coaches Island, Talbot County
Project Scope: MES is seeking sealed bids from qualified contractors to convey from Poplar Island and place on Coaches Island 2,500 cubic yards of sand as part of the shoreline stabilization project at Coaches Island. The successful Bidder will be responsible for conveying sand from a stockpile (which will be created by MES) across 500 to 1,200 feet of water and placing the sand to the lines and grade as shown on the Contract Drawings and in accordance with the specifications which are enclosed as Attachment A. The estimated distance from the stockpile of sand on Poplar Island to the beach replenishment site on Coaches Island is approximately 500 to 1,200 linear feet across the shallow channel of water separating Coaches Island from Poplar Island. This work shall begin on or around August 1, 2005 and be completed in thirty (30) working days

Project Scope: MES is seeking sealed bids from qualified contractors to supply and plant wetland vegetation (grasses and shrubs) as part of the shoreline stabilization project at Coaches Island. The successful Bidder will be responsible for acquiring the specified plant material from a nursery and transporting the plants to Coaches Island and planting on Coaches Island. This work will take place after MES through a separate Contract, has transported and placed sand at Coaches Island to stabilize the eroded beach at Coaches Island. The location of the planting area and the description of the plants, etc. are shown on the attached Contract Drawings. MES anticipates that the beach replenishment will be completed in August 2005 and the planting can begin in September 2005

Project Scope: Maryland Environmental Services (MES) is soliciting proposals from qualified firms to provide community outreach for environmental projects and to provide assistance with State Dredged Material Management Program (DMMP) support. Proposals for seven separate service tasks are solicited. The tasks are as follows: State DMMP Community Outreach and Public Involvement Support; Innovative Use of DMMP Development Support; DMMP Policy, Federal participation and Stakeholder Coordination; Port Organization and Operations, Customer Coordination, Public Relations and Community Enhancement Alternative Funding Support; Harbor Feasibility Study Community Outreach and Public Involvement Support; Water and Wastewater Treatment Plant Community Outreach, Public Involvement and Regulatory Policy Support; and Other Environmental Project Community Outreach, Public Involvement and Regulatory Policy Support. Each task is individually awardable. The Offeror may submit a proposal on one, all seven or a combination of tasks.

Project Scope: The Maryland Environmental Service is requesting sealed bids from qualified contractors to provide polyethylene bags on an "As Required" basis for the Montgomery County Composting Facility. It is estimated that between 300,000 to 600,000 bags will be purchased annually in lots of 150,000. Term is for one year with the option to renew for three additional years in one year increments. NOTE: Only bag manufacturers shall be considered as qualified bidders.

Project Location: Montgomery County Waste Transfer Station
Project Scope: Maryland Environmental Service (MES) is soliciting a Contractor to accept white goods and miscellaneous scrap metals received at the Montgomery County Waste Transfer Station, located at 16101 Frederick Road, Derwood, MD 20855. Approximately 9,000 short tons were picked up in Fiscal Year 2004. These tonnages are for information only and are not guaranteed. The Contractor shall provide up to four (4) forty cubic yard roll-off containers for this service as the Public Drop-Off Area and two additional forty cubic yard roll-off containers to service the Tipping Floor of the Transfer Station. As the containers become full, the Contractor shall remove full containers and replace with empty container

Project Scope: Provide and install an oil/water separator at the Terminal Parking Garage located at BWI Airport, as well as other improvements such as a 3" force main from the existing generator room pump station, and replacement of two sump pumps, and upgrading of control panels, installation of high level floats, an alarm notification system and three 2Kw intrinsically safe heaters in the oil/water separator. Addenda
The Service will send addenda to all prospective bidders/offerors who were sent an IFB/RFP or who are known to have obtained the bidding documents. Addenda will be distributed within a reasonable time to allow bidders/offerors to consider them in preparing their bids/offerors. Bidders/Offerors must acknowledge receipt of all amendments on the face of the bid form. Failure to acknowledge an amendment may render a bid non-responsive.

Minority Business Enterprise Participation Goals

It is the policy of the Maryland Environmental Service to encourage the participation of minority businesses in its procurements. As part of Maryland state government, MES attempts to annually award a minimum of 25% of the total dollar amount of all contracts to Minority Business Enterprises. By submitting a response to a solicitation with an established MBE subcontract participation goal, the Bidder/Offeror agrees that amount of the contract will be performed by minority businesses certified by the Maryland Department of Transportation (MDOT).

Prospective Bidders/Offerors are solely responsible for identifying subcontract opportunities and MDOT certified minority firms to meet an established goal and their individual firm’s needs when responding to a solicitation. Maryland state certified MBEs can be identified by accessing MDOT’s website at http://mbe.mdot.state.md.us/cgi-bin/mbedir/mbedirectory. Prospective bidders/offerors are advised to solicit State certified MBEs prior to submitting their bids/proposals.
