Program Manager Sr. I - CHIEF, Dredged Material Management Program (Open and Promotional)

The Maryland Port Administration (MPA) is currently seeking qualified candidates for the position of Program Manager for the State's Dredged Material Management Program (DMMP). The Maryland Port Administration (MPA) is an agency of the Maryland Department of Transportation (MDOT). Its mission is to stimulate the flow of waterborne commerce through the State of Maryland in a manner that provides economic benefit and homeland security to the citizens of the State of Maryland. MPA's Office of Harbor Development is responsible for managing a complex program and administering a significant portion of the MPA's capital budget. 

NATURE OF WORK: This is a key position supporting MPA's senior management team in ensuring the Port of Baltimore has a sustainable long-term dredged material management plan. This position is primarily responsible for assisting the Deputy Director of Harbor Development in managing a variety of policy, planning, and operational activities that support the improvements and maintenance of the deep-draft navigational channel system serving the Port of Baltimore. MPA places significant emphasis on the DMMP's ability to produce excellent environmental, social, and economic outcomes. Some specific duties include: oversight of placement site construction and operations; coordination with federal and state government partners at the project level; managing project expenditures; guiding the development of technical studies, reports and presentations; assistance in the development of long-term dredged material management plans; staff development; and capital and operating budget oversight. The position also assists in conducting activities relating to policy analysis, legislative reviews, development of federal funding priorities, coordination with the Maryland Department of Transportation, and coordination with seaport industry trade associations. This position will manage a team of administrative and technical professionals, including MPA staff and consultants. This is an Executive Service position serving at the pleasure of the appointing authority. 

POSITION REQUIREMENTS:

Education: Bachelor of Master's degree in Environmental Science, Environmental Policy, Environmental Planning, Environmental or Civil Engineering or a related field. 

Experience: At least ten (10) years of experience in environmental management; at least five (5) years of this experience must have been directly involved in managing a dredging program or similarly relevant experience at a seaport or marine oriented organization. The experience must also include at least five (5) years of supervising professional staff on complex, multi-disciplinary projects. 

The Maryland Port Administration is a union environment. Experience working in a union environment is a plus.
