TECHNICAL PROJECT MANAGER (GIS SPECIALIST III)

Maryland Environmental Service has a vacancy for a Technical Project Manager (GIS Specialist III Grade 7) in Millersville, Maryland and/or other locations in the Baltimore, MD area.    

Requirements include Bachelor’s Degree in Computer Science, Information Systems, or Geography. Five years of related experience is required.  Two years of which must have included responsibility managing projects and/or supervising professional and/or technical staff. Experience with GIS\IT project management, oversee and assign tasks, create design documents, test plans, user documentation and training manuals.  Abilities to organize and maintain project schedules, communication and problem solving skills key.  Will act in liaison capacity with client as well as produce weekly status reports.  Experience such as developing custom web-based and desktop applications, working with ESRI GIS products (specifically, ArcGIS desktop, ArcIMS, and ArcSDE w/SQL Server back end). Strong programming skills using any combination of the following: Arc Objects (VB,VBA), .NET technologies, JavaScript, HTML, XML, ASP, etc. Understanding of client/server technology, server architecture, and network protocols. In depth knowledge of relational databases such as MS SQL Server. Experience using web authorization and development tools. Must maintain current knowledge of GIS technology, have the ability to work independently, and able to communicate effectively. Direct experience with local or regional government a plus.  Ability to pass medical exam and obtain security clearance.  Must have a valid driver’s license with less than 6 points.
