MES shall include in its research and development activities periodic assessments to identify and to consider the suitability of technological developments and improvements which may be applicable to facility operations to improve current environmental controls.  The results of such surveys shall be communicated to all appropriate management personnel for their review and consideration.

 Any proposal for new or expanded facility operations shall be evaluated by appropriate management personnel to determine the potential environmental impact of the nature and quantity of any discharge to be generated; the adequacy of the existing facility treatment capability; the applicability of any federal, state or local environmental laws, regulations or ordinances; and necessary action to achieve and ensure compliance upon operation of the proposed new or expanded facility operations; and any cost effective methods to  implement any necessary actions.

 Upon completion of the evaluation described above, appropriate management personnel shall prepare and submit a written report of the results to the Director of MES.
