Reporting.  A hazardous or regulated material spill shall be reported immediately to the Chief of Compliance and the appropriate Group Executive Director by MES personnel at the project or facility.  If the spill presents a health or safety risk, the Chief of Safety shall also be notified immediately.  The Chief of Compliance, or in his/her absence, the Group Executive Director, shall also immediately notify the MES Director and the OAG.

The Chief of Compliance will make any applicable notifications required by law

Emergency procedures for spills are to be developed by facility staff for each facility, and must be approved by the Chief of Compliance.  Spill procedures shall require:

Appropriate employee training and/or testing on spill containment procedures;

Preparation and distribution of a written report on each spill;

Immediate reporting of a hazardous or regulated material spill to all appropriate personnel, including regulators, the client and MES management;

Compliance with any applicable notice and other requirements under federal, state or local environmental ordinances;

Posting of emergency spill procedures in a prominent manner

 Operating procedure. The Chief of Compliance and the facility supervisor/operator shall maintain at all times current telephone numbers of each governmental authority to whom notice of a hazardous or regulated material spill is required to be given.  The Chief of Compliance (or, in his/her absence, the facility supervisor/operator) with the assistance of the appropriate Group Executive Director, shall prepare as soon as possible, a written report on each spill and furnish a copy of the report to the MES Director and the OAG. The Chief shall prepare status reports which document actions taken.
